Contracts & projects
Contract limits are not treated as payments. Start dates, end dates, prior terms, competition, and missing information are shown when official evidence supports them.
911 contract clarity
A contract limit is the maximum Dallas may spend. It is not proof that the full amount has been paid.
This is an approved five-year contract-limit increase—not a $10.35M payment on one day. The published records do not show monthly, yearly, or milestone invoices.
2026-08-10 through 2031-08-10 · 9-1-1 System Operations Fund, subject to annual appropriationsUnknown. The published records do not say who owns the software, source code, City data, or custom changes.
Unknown. This is Supplemental Agreement No. 1, but the published records do not include a rate card or explain what future changes would cost.
Licenses, maintenance, network support, recording/reporting support, and two dedicated onsite technicians for Vesta Next Cloud, RapidDeploy, NICE, and Text-to-911.

Largest recent actions first. Authorized maximums and estimates are not money already paid.
This vote raised Swinerton's contract to $29.2 million. Dallas's latest estimate for the whole project is $227 million.
What was decided? Council approved this $29.0 million increase. The public record does not yet show that the supplemental agreement was signed or paid.
The $29.0 million action is only Swinerton's latest increase. It is not the full project cost.
Paid so far: Unknown. Dallas has not published one reconciled project payment total
Do not add this total to $227 million. These contracts are part of the whole-project estimate, not extra.
The estimate covers programming, design, construction, construction management, furniture, equipment and oversight. The three major contracts below are authorizations—not proof of payment—and may not include every smaller project contract.
What Dallas gives: Dallas builds the facilities. UNT receives about 2,730 square feet of dedicated space rent-free and shared use of about 11,322 square feet.
Cost of UNT space: Unknown. Dallas has not published how much of the construction cost is for UNT's dedicated or shared space.
Groundbreaking and completion dates are estimates, not guarantees.
This project is no longer open for the prime construction-manager award. Businesses can register and see future City opportunities in Dallas's Bonfire portal.
INDIVIDUAL VOTES NOT YET PUBLISHED. The minutes are still draft, and Dallas's separate voting dataset currently ends June 10, 2026. The names below are the 15 elected officials who make up the Council—not a claim that every member voted yes.
The January base contract and August construction increase are stages of the same project. They are not counted as two contract terms.
Sets estimated pricing for collision repairs. Dallas did not publish how the total is divided among the six vendors in the agenda title.
What was decided? Council approved the vendor pool and estimated value. The public record does not yet show that the agreements were signed or any vendor was paid.
Possible extension: City Manager may add 6 months
The lineage follows each resolution's stated prior award. The five other current vendors were not named in these five previous collision-repair terms. Award dates are shown because exact executed start/end dates are not published.
Allows several departments to buy electrical supplies from four approved vendors over five years.
What was decided? Council approved this five-year vendor list and estimated value. Purchase orders and payments happen later as departments order supplies.
Possible extension: City Manager may add 6 months
Dallas's resolutions trace the same electrical-supplies award series back through 2010. No current vendor appears in the 2010 or 2013 terms; Crawford first appears in 2016 and Elliott in 2018.
Sets estimated pricing for janitorial work at water-utility facilities over five years.
What was decided? Council approved the five-year vendor list and estimated value. Dallas pays only for work it orders and the vendors complete.
Possible extension: City Manager may add 6 months
Only this Water Utilities contract lineage counts. Separate citywide and Aviation janitorial contracts are excluded. The 2025 and 2026 five-year authorizations appear to overlap; Dallas's 2026 resolution does not explain whether their locations differ or the newer award replaces part of the 2025 scope.
Approved is not signed or paid. These are approved contract authorizations or estimated agreement values—not proof that Dallas has paid the full amounts. Dallas's public contract search lists the four master contract numbers, but no executed contract rows or award-authorizations yet. Exact signing, start, and expiration dates are therefore not published there yet. Dallas Legistar labels these items approved, but the meeting minutes are still draft. Dallas's separate individual-vote dataset currently ends June 10, 2026, so no August 12 roll call is claimed.
